Chief Financial Officer (CFO) – Full Circle Health Network

Los Angeles, CA · Hybrid/Statewide · Full-time

Employment Type: Full-time, Exempt, 40 hours/week

Annual Salary Range DOE: $200,000 – $230,000

Full Circle Health Network is an integrated network of nonprofit, nationally accredited providers delivering coordinated, community-based services to vulnerable children, individuals and families across California.

Full Circle exists to ensure more Californians can access culturally congruent and trauma-informed care from a high-quality network of community-based organizations that address their whole-person and whole-family needs.

We accomplish this primarily through the following core activities:

  • Serve as a single contracting vehicle for community-based providers to enroll in Medi-Cal managed care plan networks.
  • Reduce administrative burden for providers so they can focus on serving clients.
  • Drive improved coordination between providers across multiple systems through technology infrastructure, training, and administrative practice support.

Full Circle Health Network is closely affiliated with the CA Alliance of Child and Family Services, under the governance of the California Alliance Board of Directors. The Network has an advisory board made up of subject matter experts and participants of the network.

Position Overview:

The Chief Financial Officer (CFO) will serve as the strategic financial leader of Full Circle Health Network, responsible for building and overseeing the financial infrastructure required to manage a multi-stakeholder healthcare network. Reporting to the CEO, the CFO will guide contracting, claiming and billing, revenue cycle management, risk-based arrangements, and value-based payment initiatives, while ensuring regulatory compliance and financial sustainability.

As a core member of the executive leadership team, the CFO will work closely with the CEO, Board of Directors, Leadership Team, and provider partners to align financial strategy with network growth, quality outcomes, and equity-centered care.

The role may require occasional travel for conferences, onsite meetings, or statewide engagements supporting network operations and partnerships.

Key Responsibilities:

Strategic & Financial Leadership

  • Develop and implement financial strategies supporting sustainability, growth, and innovation.
  • Partner with CEO and Board on long-term planning, financial risk management, and capital strategy.
  • Lead financial modeling and scenario planning for new service lines, value-based contracts, and joint ventures.

Managed Care & Contracting

  • Negotiate and manage contracts with Medi-Cal managed care plans, county behavioral health departments, state agencies, and other funders.
  • Structure and administer value-based purchasing agreements, shared savings arrangements, and performance incentive programs.
  • Monitor contract compliance, payment accuracy, and performance-based revenue streams.

Network Financial Operations

  • Oversee revenue cycle management, including billing, claims processing, payment reconciliation, and reporting.
  • Establish transparent provider reimbursement methodologies (capitation, sub-capitation, fee-for-service, bundled payments).
  • Support development of third-party administrator (TPA) functions, if applicable, for network partner payments.

Financial Stewardship & Compliance

  • Oversee finance, accounting, treasury, and risk management operations, including budgeting, forecasting, financial reporting, and audits.
  • Ensure compliance with GAAP and healthcare regulations.
  • Maintain compliance with Medi-Cal Managed Care Plans, CMS, DHCS, and other funder requirements.
  • Lead financial planning and analysis, manage cash flow, optimize liquidity, and maintain internal controls for restricted and unrestricted funds.

Organizational Leadership & Support

  • Build and lead a high-performing finance team capable of scaling with organizational growth.
  • Provide training and support to provider partners on financial and contractual requirements.
  • Translate complex financial concepts into actionable insights for staff, board, and partners.

Qualifications:

  • Bachelor’s degree in finance, accounting, health administration, or related field; CPA, MBA, or MHA preferred.
  • 10+ years of senior financial leadership in healthcare, health plans, or provider networks.
  • Expertise in managed care contracting, Medi-Cal financing, and value-based payment models.
  • Experience managing revenue cycle operations, provider reimbursements, and risk-based financial arrangements.
  • Exceptional communication skills and a commitment to advancing health equity.
